This month we are pleased to host Kelly Kading, who will be presenting on “The Corridor Phase I – a Time- and Cost-Saving Tool.”
An ASTM E 1527-13 conforming Phase I Environmental Site Assessment (Phase I ESA) is a requirement for property transfers on many projects, including linear projects such as highways, railroads, and pipelines (to name a few). Many clients and agencies require a separate Phase I ESA for each parcel, resulting in high costs for parcel package preparation. This presentation describes the Corridor Phase I approach, which can save over 60% on budget and schedule for multiple-parcel linear corridor projects with multiple parcel acquisitions. The method maintains ASTM conformance, meet the liability-protection needs of clients / agencies, and can reduce the time and cost required to meet this requirement. The presentation includes a description of the process, and project examples that show the cost savings, to “make it real” for the attendee.
Mr. Kading has 29 years of experience in hazardous materials assessment and remediation, transportation corridor assessment, environmental documentation, and project and program management. He performs hazardous materials assessments of transportation corridor projects as well as Phase I and Phase II Assessments, up to and including remediation. Mr. Kading is also well versed in the preparation of Environmental Impact Statements and Environmental Assessments under NEPA. He is familiar with federal and state regulatory requirements, and has worked on projects located in 34 states. He has served on the National Board of Directors of the Academy of Hazardous Materials Management, and serves as HDR’s technical leader for the Phase I Best Practices Team, providing annual Phase I training to all HDR practitioners. He is a graduate of Colorado State University with a Bachelor of Science in Geology.
